So, voting isn't voluntary in the usual sense.

The state announces to you (via a civics class or something) its plan to
coerce you, and gives you an unrealistic opportunity to be coerced less in
exchange for voting.  In some other analogous situations, we might say
that whatever corresponded to voting wasn't voluntary, right?
