1) take a CRT-wide strip of carboard and poke LED sized holes in it
2) using some glue, insert white LEDs and wire them up with 
   current-limiting resistors (calculated for 5 v) and a couple of 
   long leads
3) tape said strip to top of CRT
4) open computer case, connect to 5 V power terminals

Voila, a soft white light that will work when the computer is on.
