michael,

the wipo is just paper until the signing nations enact
national laws to implement the treaty. 

wipo does not require abandonment of prior copyright
law and in fact embraces it (berne conventions). nor
does wipo require the draconian measures embodied in
the DMCA (these are a hollywood fantasy soon to end)
