Well the EFF press release  <http://www.eff.org/temp/20010806_eff_sklylarov_annouce.html>
says that the judge simply agreed to the bail plan 
that Dmitry's and the government's lawyers agreed to.
So it doesn't seem like a judicial slap. It might say
something about how the US attorney looks at this 
case, but what that is I have no idea.
