public cannot see or report on the district attorney's
complaint (not to be confused with the arrest warrant
documents which are public).

may be a good thing (consider strictly my
imagination:)

1. one scott and his supervisor (prosecutors) pursue a
"public strategy" (ie make the complaint public) they
are "in effect" saying to the world "im going to prove
beyond a reasonable doubt that dima committed the
charges in the complaint"! making it harder to reverse
themselves.

2. once the complaint is public dima in a very real
sense becomes the da's tar-baby - right now it is just
the fbi's tar baby.

3. joe (dima's attorney) is saying to scott "hey
scott, i'll take this tar-baby off your hands" i'll
help you with some joint statement about a new law and
an fbi who didn't know it was a tar-baby.
