Considering isn't quite the right word. The EU copyright directive received
the final sign of approval April 9th this year, and all EU member countries
have to implement the directive in their own law before Dec 22 2002.

So, it's basically a done deal - except for the screaming from those of
us that still hope that it can be stopped or amended.
