You obviously haven't mailed your congressman.  They'll have some
underling read it, decide which formletter would agree with the
constituents stance completely, and then has it mailed out.  But,
something like the Dmitry Sklyarov case would probably demand a COMPLETELY
NEW FORM LETTER, which would probably actually be read by the congressman
before mailing it out.
