OOC: Justin won't shoot at a a non-hostile person unless they shoot at him first. Frost's actions stem from confusion on the part of the player (why would you try to save someone in environmental armor from drowning?) and put my character in greater danger than he already is. It would be like pushing someone in front of a speeding bus to save him from stubbing his toe. She's trying to save him from drowning (despite the fact he has a self-contained air supply and powered armor) by shoving him into the maw of the beast. Regardless of intentions, he'll be just as dead if she succeeds as if she were trying to kill him. If she connects with her current action, he'll break free of it. If she keeps firing at him after seeing him refuse her help, well, that tends to denote hostile action rather than a rescue attempt. And he'll respond accordingly to the threat he perceives. 

Yes, it's dangerous, but Justin isn't the one shooting first. Depending on Frost's subsequent actions, he might not shoot at all. But being trapped in an ice cube floating up right into the tentacles grasp, while pinned and helpless in the ice, is not conducive to a long lifespan. 

An unintentional murder attempt can still kill you, and if your "rescuer" is so monofocused on the rescue that you die from their efforts, I personally feel that an act of self defense is merited. But if you'll allow it, let's make it a warning shot instead, to make you (the GM, and quite likely the other player) happier. Light laser instead of particle beam.
