Ted has seen him without his helmet, but he has the helmet on now. The SAMAS is a Japan-SAMAS not a USA-SAMAS, if you have Rifts: Japan for reference. Justin's is modified though, it lacks the thruster pack and the wings (making it an infantry suit), with added missile launchers.
