So, like Joey's idea, except more info, more people saved:

The first person looks two people ahead. He says "blue" if the hats
are the same, and "red" if the hats are different. Let's call this the
signal.

The second person looks ahead one. If the signal was "blue," he says
the color of the person ahead of him. If the signal was "red," he says
the opposite.

The third person listens to the second person. If the signal was
"blue," he says what the second person said. If the signal was "red,"
he says the opposite of what the second person said.

Continue in cycles of three. If two people left over, use Joey's
method. If one person left over, guess.

I think this guarantees 66% save rate.
