IPA has a page in the Unicode standard.  That means you can represent
IPA using your favorite Unicode encoding.  Almost nobody will be able
to read it, of course.

I bet there are other conventions, which you could probably find in a
linguistics FAQ.  Unicode seems most correct to me, but it is not very
practical.
