As far as I know, GNUstep has this, and more. The definitely have the
code that loads the .nib files, and their own format for interfaces
called gmodel (maybe they convert to gmodel and load those; I'm not
sure). Progress meters here:

They are also working on implemeting the Apple extensions to OpenStep.
One NeXT-specific thing they don't support is the mixing of C++ and
Objective C in the same translation unit. I am unsure of the utility
of this feature.

Absolutely; free software is not a business model. There are business
models based upon the sale of free software. Indeed, Stallman's
position is that you can charge as much as people will pay:
