It was shifty-eyed-l run by Mr Bad.  He wrote the mailman extensions
himself.  It's a little inefficient since outgoing mails are encrypted
with the public keys of all recipients (since mailman hands off one
bulk mail to the local MTA and expects it to be expanded thereafter).
