Shouldn't that be the well-established Dutch custom of "Everyone's
doing something without asking, quick lets make some rules about it"

Actually I'm kinda glad, If the last time I went clubbing in Holland
is anything to go by, you have an easier time trying to get a  
blowjob out of the bar staff than a free glass of water, even if you 
are collapsed on the floor with dehydration.
