However, if withholding a subsidy from someone for failing to do
something that would otherwise, for first amendment reasons, be outside
of the power of Congress to mandate is OK, then is nothing wrong with
CIPA?  (That sentence needs some parentheses.)

In the protest I didn't go to on Friday because it was raining, we
were going to argue that Congress couldn't withhold subsidies from
libraries which exercised their first amendment rights by not using
censorware (although lots of my friends have separately argued that
govenments _can_ withhold funding from libraries that _do_ use
censorware: see how far from the mainstream we are here?).  I see a
parallel argument that Congress can't withhold subsidies from an
industry which exercises its first amendment rights by making sexually
explicit or violent movies.
