The English translation is accurate, FWIW. What does it mean? Not much
more than it says. Will they help? I wouldn't count on it. Or at least
wouldn't count on hearing anything about it other than in heavy diplomatic
doublespeak up until they actually finish whatever negotiations they
_might_ be doing.
