Would it be possible for them to drop their complaint? If so, would
that mean that the Feds would drop the case?

If so, I'd say that there'd be some reasonable demands, like:

        1) Drop complaint against Sklyarov immediately.

        2) Work with community to allow fair use in the E-book format.
