Yeah, this came up a few times in the crypto debates -- until folks
realized how many regulations firearms are subject to.

Imagine: A waiting period until you can get "portable PDF decryptors,"
a flat ban on "assault PDF decoders," no concealed carry of "portable
PDF decryptors" in most cities, a federal database of "PDF decoder"
owners, restrictions on owning PDFware if you're a convicted felon, etc.
