I think there's a concentration in people writing ACM/IEEE strictly 
because (in theory at least) "they represent US". Lots of us (myself 
included) are ACM members, so having them be a member of AAP is "more 
damaging" (to me) than having "some other publisher" be a member of 
AAP.
