The is a very common occurance in the US of A.  Texas has gone so far as to 
arrest, try, convict and sentence to death a Canadian citizen with either 
informing the Canadian gov't or telling the accused that he had the right to 
seek assistance from the Canadian Consul.

Atfer this can to light, dispite the breach of internional treaties and the 
appeals of the Canadian government the poor man was executed (no pun 
intended).

Perhaps that is why the Canadian gov't will often grant "political asylum" to 
fugitive Americans.
