Don't write e-mail.  It does get read (by a staffer), and a "yea" or "nay" 
recorded, but they also note that it was e-mail and consider that much less 
strongly than a snail letter or telephone call.  E-mail takes a lot less 
time and effort to send, and they know that; if you really cared about the 
issue, you'd write or call.

And avoid form letters when possible.  Speaking points are good, but if 
they get scads of identical letters, they all count for less.
