That might seem reasonable, but my quick read of the law (and it's a 
COMPLICATED one, I'm sure by no accident) says you can't "manufacture, 
import, offer to the public, provide, or otherwise traffic in any technology, 
product, service, device, or component, or part thereof" thta is on another 
long list of forbidden things.  No mention of simple possession as a crime.

Depends.  If they're embarrassing or annoying a big corporation, then yes, of 
course that's always a crime.
