Hmm...  But "conspiracy" is nothing more, than secret talks.

Does this all means, that in US there isn't freedom to talk, even privately?

If Mr.X and Mr.Y doesn't like the law Z and want to change it,
they must tell Big Brother (DoJ) about it, or it would be "conspiracy"?
