[free-sklyarov] Would I have to pay for the Privilege

Under the SSSCA, If I were to manufacture a interactive digital device,
would I have to pay for a license for a certified security technology? 
Who would certify the this technology? Would it be something similar 
licensing from the DVD-CCA? Would this technology be proprietary? 
How would this effect Free Software? There are alot of things to 
think about.
