Hi: You know, a few weeks ago, I commented on a topic about this. I follow
the federal bid proposals across the agencies, and one thing stood out, among
others. The NIST is way out of balance with handing out "sole source"
contracts, compared to other agencies. Laws are in place to require bids to
be put to market, but this agency has all but abused the practice of "sole
source" bidding requirements, which they invariably write off to "he's the
only one, or that company is the only one". Interesting fodder for possibly
taking a closer look at this impression. It might just be OMBUDSMAN time,
