An awfully good point.  My opinion is that psychic is psychic, even if
the older TMNT/HU rules are applied.  In this case, I'd say your Chi
can be spent in that way, with the Zero Chi rules in effect.  To make
up for that, double the Chi recovered per day, triple near a Leyline,
four times near a Nexus.
