Dear Bernard A. Margolis,

Please waive the fee for:

 General Administrative Notice
 GAN 2000-161 with organizational charts

in the public interest because it is likely to
contribute significantly to public understanding of
the operations or activities of the government and is
not primarily in the commercial interest of our
 public library users/customers/consumers.

.The information is likely to shed light on the
operations or activities of the government,

.will contribute to the understanding of government
  operations or activities,

.the information is in the public domain,

.the public will ultimately benefit from the
  information, and

.public understanding is enhanced when information is
disclosed to the subset of the public most
interested, concerned or affected by a particular
  action or matter.

Producing a weblog dealing with our public library
developed my expertise that lends more to interpreting
the information and disseminating it among others with
 interest in understanding and learning
 http://GuideToProblematicalLibraryUse.weblogs.com

It is very clear here how to apply
 The Library Bill of Rights
 http://www.ala.org/work/freedom/interprt.html
 http://www.ala.org/alaorg/oif/oifsitemap.html

 and our BPL's mission
 http://www.bpl.org/WWW/generalinfo/mission.html

Information that would enable the public to hold the
government accountable for any of its operations or
activities is a significant contribution to public
understanding thus the public interest is served well.

Please communicate to whom to direct appeal in the
 case that you reply adversely.

One of the dangers is that these kinds of adverse
decisions could be politically motivated, and that
agencies could begin to protect themselves from public
 scrutiny.

Deflecting people asking for access could endanger the
 integrity of precious information collections.

The information is relevant or of current interest to
the general public and our public library board.
