BOTTOMS UP: Those of you wondering why nothing ever gets done in this town
would have gotten a real kick out of the Board of Supervisors committee
meeting Tuesday.

The issue up for discussion: public drunkenness by the homeless in city
parks -- long a sore spot in San Francisco.

The idea: a proposal to ban public drinking in areas like the Golden Gate
Panhandle, Civic Center and the Mission children's playground.

The objection (from Supervisor Sue Bierman): When she comes home from
work, she has a drink or two -- and because the park is these people's
home, they should be allowed to have a drink there, too.
