	While the whole Bay Area was paying for BART's skyrocketing
	costs, a 1977 federal study concluded that the system was not
	only not paying its own way but was damaging the viability of
	the Bay Area's other transit systems. The study showed that
	while BART failed miserably in its move to divert car drivers,
	it succeeded in taking passengers from the more efficient bus
	and light rail lines, at tremendous cost to both taxpayers and
	transit systems.

	The bitter irony is that the central Bay Area already had a
	rail transit system in place in the 1940s that was far more
	efficient than BART is today. The Key System served Oakland
	and Berkeley's existing population centers and whisked riders
	across the Bay Bridge to downtown San Francisco faster than
	BART does with its pricey Transbay Tube.
