I've never been west of the Bershires, but the operative qualifier is
"nominal." Exceptions to the design standards were forgiven when the state
involved could make a good enough argument, or something. If one drives from
Boston to New York on I-95 the ride through Pawtucket, RI is noteworthy in
this regard. It's painfully evident where the "S" curves got inserted so a
particular building could stay in place. Doing the nominal speed on those
curves is possible but not recommended. (And not coming through with design
changes for certain individuals is fatal in RI.)
